It seems those making decisions were not much concerned with safety but more concerned with streamlining the rollout, messaging and making things ‘easy’ and ‘simple’ so as to sound confident and not confuse the gullible public. Safety considerations were completely overlooked but legal gymnastics to cover their backsides were attended to with diligence.
